Conference Guides for [IEEE-CIS, INNS] conferences : Although this guide was initially set up for IJCNN2019, and was used for IEEE WCCI 2020, hopefully some of the basic information may still help [organising committee members, authors] up to 2023-2025 (assuming a half-life of links and process information of 3-5 years?). Paper preparation and formatting

IJCNN follows the IEEE Computational Intelligence Society (IEEE-CIS) paper setup and formatting standards, even though the IEEE "... does not require a specific format for their conference articles ...". Note that Michael Shell of the IEEE Computational Intelligence Society, an [WCCI,IEEE-CEC, IJCNN, IEEE-FUZZ] sponsor, provided the current IEEEtran LaTeX template use by the whole of the IEEE. The templates listed below conform to those standards and provide explanations.

WARNING!! I've received many questions about the pdf format :

should the authors' be listed? - YES - IJCNN applies a "single-blind" review process, so the authors are listed on the first page of the paper.
Why are the Title/Author on a separate page, and how does that affect the 8 page limit (10 if 2 extra pages are paid for)? - Unfortunately, the "official" Microsoft Word template creates this problem - so simply remove the un-necessary page break. A better view of what your paper should look like can be seen in this modified template (non-offical). So a separate [title, author] page does not reduce the effective length of your paper. This problem does NOT affect the Latex template, as far as I know.

Quick Standards
A few of the standards are repeated here in a [random, scattered] manner :

File format - Only PDF files are accepted.
Templates are available for LaTeX, Microsoft Word, and ??? Overleaf. Overleaf collaborative online LaTeX is included with IEEE Collabratec, for use by IEEE members. Refer to LaTeX instructions for a very extensive description of the powerful features available with LaTeX. An article and commented tex files are included along with the templates linked above.
Page size - U.S. letter (A4 and other sizes are not accepted)
Margins: Left, Right, and Bottom: 0.75" (19mm). The top margin must be 0.75" (19 mm), except for the title page where it must be 1" (25 mm).
Font - 10 point Roman font for normal text.
Layout - two-column, single spaced
Do NOT include [page numbers, headers, footers] - these will be added when the conference proceedings are produced (see the section below "Information only")
8 page limit. An additional 2 pages may be submitted at maximum, with an overlength page charge of US$125/page, to be paid during author registration.

Note: Violations of any of the above specifications may result in rejection of the paper.

Common author errors
We all make mistakes, and some of us are better than others at it. Of course, each publications has it's own specifics, and formatting is complex enough as it is, so it's no wonder we keep making similar mistakes. Here is a list of common errors, ranked (very loosely) by frequency :

Wrong margins
Page [headers, footers] are put in by the authors - don't do this! Although column footers are allowed, be careful of doing this with regards to [acknowledgements, margins].
Acknowledgements in a footer of the left-hand column of the first page - these must be put in a separate section before the References!
Improper formatting of authors - affiliation goes under author names in header of first page
Wrong paper size
Wrong font (note - many authors have to use Liberatiobn Serif 10pt rather than Times Roman, which won't work for them)
Note: Violations of any of the above specifications may result in rejection of the paper.

References and citations formatting
IEEE-CIS standard - no surprises here...

References should be sorted by numerical order (order of citation)
Citations in the text are of the form "... [7] ..." (where 7 is the reference number)
Citations are numbered by order of appearance in the text.

Test your paper for compliance

Eventually, you MUST check your paper for compliance. While not strictly necessary for your initial paper submission, IEEE PDF eXpress Plus IS required for final paper submission, and on the long run you might save time and avoid last-minute panics by starting with the right format. You can also click the "IEEE PDF eXpress" Menu item above to access these instructions.

Information only (no actions by authors) - how your pdf file is modified after submission

As mentioned in the section "Common author errors", authors should NOT include [page numbers, headers, footers] in their papers, as this information is automatically changed based on data from the IEEE paper submission system :

The ISBN AND Copyright notice is inserted at the left edge of the footer of the first page of your paper. There are 4 different copyright notices which depend on the IEEE electronic Copyright form (eCf) as filled and signed by one of the authors :
- For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright
- For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 978-1-7281-1985-4/19/$31.00 ©2019 Crown
- For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-7281-1985-4/19/$31.00 ©2019 European Union
- For all other papers the copyright notice is: 978-1-7281-1985-4/19/$31.00 ©2019 IEEE
To at least some degree, you can also batch-edit pdf files with open-source tools like pdftk & Adobes fdf files, but don't do any of that with your final paper submission!!

The "Authors' Guide Blogs" (see links in manu near top of page) are in an early draft form, and are being run on a trial basis. Comments are moderated by the Publications Chair before posting, so expect delays of at least a day or so before they appear. Note that emails have been edited - usually by [omitting salutations, endings], but also by omitting material not relevant to the "theme" under which the emails are placed below.

REMINDERS : This Authors' Guide is specific to the IEEE conference paper system, and for the most part links to, or repeats, information that is COPYRIGHTED by the IEEE. Keep in mind that the IEEE processes something like 1,800 conferences per year, and delays exceeding a week are to be expected, with longer delays during high-activity parts of the year. So don't wait too long before starting each process!
Author preparations for the conference include (roughly in squence) :

Initial submission of your paper to the IEEE paper review system.
Receipt of an email paper acceptance notification from the Program Co-Chairs via the IEEE paper review system.
Payment of the conference registration fee. At least one of the co-authors must be registered for the conference to present the paper.
IEEE approval of a signed IEEE electronic Copyright form (eCf) (online submission)
Submission and approval of a properly revised final paper.
Travel visa approval, for citizens of countries required to do that by Hungary.
